Answer

Following the open source spirit, there have been a number of authors working on DOCman. In the beginning these were Charles Gentry and Timothy Beutels. The current version of DOCman is mostly written by Johan Janssens (Joomla 1.5 Lead Architect) and Mathias Verraes.
