DOCman themes have their own options away from the site template, you can edit them by going to Components -> DOCman -> Themes. Select your theme and click Edit. You will be presented with several options, including tooltips - which you can optionally enable/disable.

You can also turn on/off several of DOCman's buttons within the standard buttons plugin which can be found under extensions -> plugins -> standard buttons
