Notify emails display non-latin characters incorrectly

Emails sent by Docman Notify contain doesn't display non-latin characters correctly when the language INI file is not saved as UTF-8. See http://forum.joomlatools.eu/viewtopic.php?f=47&t=5737#p15537 for a remedy.
